Coastal Flood Risks and the Business Community: Stakeholders’ Perception in Malta

Resilience of coastal communities is increasingly required to adjust the effects climate change and its coast-related threats. Climate a major global threat environment, economy, health urban lowlands. Flooding risks from both rising sea levels increases in frequency severity storm surges are considered be amongst most threatening consequences associated with change. The aim this study was assess socio-economic preparedness low-lying urbanized towns Malta for impacts flooding through triangulation stakeholders’ participation three sectors: business community, local councils, specialized experts governmental private sectors. also included field collection elevation data each locality capture businesses’ distribution relation their height above level along waterfront. One-way analysis variance NVivo were used test compare owners’ responses experts’ feedback, respectively. main findings community suggest that there no long-term contingency plans or strategies place address potential surges, driving owners out high. From feedback received by it observed all them significantly lack physical financial resources effectively manage within locality, forcing completely rely on central government any future needs caused impact flooding. perspective, seems interviewed operate fragmented governance model, mainly adhere set responsibilities aligned respective roles such model. This evidence disconnect requires more horizontal vertical integration cross-sectoral flooding, broader framework integrated zone management as established Mediterranean ICZM protocol.
